Of course.  It is possible to write a report for anything for which data is available.

You need to write a functional spec that describes exactly what you want.  In the spec, you describe how your company defines items that are 'Specials' and how your company defines 'Orders that are considered Blanket orders'.   Optionally include some specific examples of each type from your sandbox or dev system. Describe which data from these orders you wish to be displayed.  Once the spec is written, submit it through your local change management system to request a programmer to work on it.

Obviously, we here in SCN can't be of much assistance.  Every company has their own definition of 'Specials' and their own way of managing 'blanket orders', and we can't possible know the business processes in YOUR company..
